
Lee Jae-myung, a candidate for the Democratic Party's presidential primary, announced his cultural and arts policy pledges aimed at becoming a cultural power.
On the 18th, the candidate stated through social media, "I will fully support the global market entry of K-Food, K-Beauty, K-Pop, K-Drama, and K-Webtoon. I will open an era of a 300 trillion won market size and 50 trillion won in cultural exports by 2030."
He emphasized, "We will transform into a cultural power and a global soft power big five."
The candidate stated, "I will give wings to the K-content boom created by those in the cultural and arts industry," and added, "We will become a solid cultural power in the soft power big five. Our cultural budget is only 1.33% of the national total expenditure this year. We will significantly increase it to a level that matches a cultural power."
Additionally, the candidate explained, "We will strengthen national support for the entire process of K-content creation," and "We will systematically support all stages from content production to global market entry and content distribution by fostering K-Culture platforms."
The candidate promised, "We will actively expand public production infrastructure such as virtual studios needed for video production," and "We will support the sustainable growth of the K-content industry by expanding comprehensive incentives such as cultural and arts R&D, policy finance, and tax benefits."
In particular, the candidate stated, "I will foster the webtoon industry as a core pillar of K-Culture," and added, "We will expand tax benefits applicable to video content to the webtoon sector and actively support small and medium-sized enterprises in their overseas expansion, including translation, distribution, and overseas marketing."
The candidate said, "I will create an environment where cultural and arts professionals can focus solely on creation. I will expand the training and support systems for cultural and arts talents and promote the establishment of specialized organizations to support this," and "I will firmly block illegal distribution of content and respond to illegal overseas sites through international cooperation to protect intellectual property rights."
He continued, "I will provide creation costs and creative spaces to cultural and arts professionals to build a stable ecosystem where they can concentrate on their creative activities," and "I will strengthen support for the humanities to solidify the foundation of a cultural power. I will significantly expand the scope and scale of support for humanities creation and publishing, and activate humanities education that fosters critical thinking, creativity, and humanistic qualities."
The candidate added, "Previous generations have always dreamed of being a cultural power, and now we have the ability to make that dream a reality," and "I will give wings to that dream of a true Republic of Korea."
